BI is 100% focused on the provision of electronic monitoring equipment, supervision support services, and reentry services to agencies that supervise individuals in the community. Prior to GEO's acquisition of BI, Bruce Thacher joined CI's executive management team as Chief Operating Officer in 2001, was named President in 2006 and President / CEO in 2008 - giving him the required years of experience as CEO of a company that provides criminal justice, community-based program services. In addition, Bruce has more than 30 years of managerial experience that includes long-standing achievements with multi-location, service-oriented companies such as BI. He holds a Bachelor of Arts in International Relations from Pomona College, California and currently serves on the Board of Trustees for the Dunn School in Los Olivos, California.

As BI's President, Bruce Thacher brings together the critical elements needed for the development of solutions that meet the individual needs of BI's customers. These elements include strategic thinking; efficient and safe operational systems; securing funding for research and development; reducing customer costs; retaining skilled and experienced employees; and providing excellent customer service. Bruce has lead numerous strategic initiatives at BI such as the development of key indicators to ensure that BI is focused on what is important to customers; the reorganization of development and operations processes that resulted in new and upgraded offerings with significant price reductions to customers; and assistance to numerous BI customers during large program implementations, expansions, or transitions. He has been involved in all aspects of BI's business, including management of sales, marketing, software and hardware development, manufacturing, training, call center operations, purchasing, field operations, and customer service.
